You can enable product recommendations in cart. To enable them please go to Catalog Settings > Shopping Cart:
After you enable this option you will see a new box on product edit screen:
You can set unlimited number of recommended products for each product.
The recommended products will show up on the cart page under the products table. The section is called Customers who bought your items also bought:
