You can enable minimum and maximum quantity feature in Catalog Settings > Shopping Cart:
After you enable one or both checkboxes you will see a new option on the product edit screen:
Once the min or max quantity is defined for the product the user will not be able to purchase lower or higher number of pieces for this particular product.
The minimum and maximum can be defined for each product separately.
