You can configure the shopping cart to charge the customer only for shipping and additional options selected in checkout.
In order to enable this feature go to Catalog Settings > Shopping Cart and check the Pay only for shipping and checkout options checkbox.
When you check this checkbox the customer will pay only shipping and the options chosen in checkout. The price for products in cart will not be charged.
