Go to Catalog Settings > Quote Cart and set the ‘Remember fields by’ option to ‘User Account’ and save the settings.
Now you can enable the quest checkout:
Once enabled, the first step in the step by step checkout will get the continue as a guest button:
Once clicked, the guest form will show up:
Once the guest information form is filled, the first checkout step will be complete:
