The manufacturers / brands settings are located in Products > Settings > Manufacturers.
The manufacturers listing is enabled by default but you can uncheck the enable option to disable it.
Use the manufacturers listing page drop down to select custom manufacturers listing page. The selected page will show all manufacturers with the listing theme selected in catalog design settings.
